There are no ties to tie skirt. My research indicates this was either a souvenir for soldiers in Hawaii to send home --or the skirt was used as skirt, cape, or headress. Original shipping box has postmark of April 1943 Denver. It was from USMC soldier San Francisco to Delta Colorado.
